Tafsir of Surah Al-Hajj 22:39
﴿أُذِنَ لِلَّذِينَ يُقَاتَلُونَ بِأَنَّهُمْ ظُلِمُوا وَإِنَّ اللَّهَ عَلَىٰ نَصْرِهِمْ لَقَدِيرٌ﴾
Translation of the meaning
Permission [to fight] has been given to those who are being fought, because they were wronged. And indeed, Allāh is competent to give them victory.

Shaykh al-Islam Ibn Taymiyyah
وهو الإذن الشرعي، بمعنى: أباح له ذلك وأجازه،«الحسنة والسيئة» 1/135Imam Ibn al-Qayyim
فأذن لهم حينئذ في القتال، ولم يفرضه عليهم، فقال تعالى: {أذن للذين يقاتلون بأنهم ظلموا وإن الله على نصرهم لقدير} [الحج: 39] [الحج: 39] .«زاد المعاد في هدي خير العباد» 3/63
