Tafsir of Surah An-Nisaa 4:16

Translation of the meaning

And the two who commit it [i.e., unlawful sexual intercourse] among you - punish [i.e., dishonor] them both. But if they repent and correct themselves, leave them alone. Indeed, Allāh is ever Accepting of Repentance and Merciful.

فأمر بإيذائهما ولم يعلق ذلك على استشهاد أربعة كما علق ذلك في حق النساء وإمساكهن في البيوت ولم يأمر به هنا كما أمر به هناك؛ وليس هذا من باب حمل المطلق على المقيد«مجموع الفتاوى» 15/303
