Tafsir of Surah Al-A'raaf 7:164
﴿وَإِذْ قَالَتْ أُمَّةٌ مِّنْهُمْ لِمَ تَعِظُونَ قَوْمًا اللَّهُ مُهْلِكُهُمْ أَوْ مُعَذِّبُهُمْ عَذَابًا شَدِيدًا قَالُوا مَعْذِرَةً إِلَىٰ رَبِّكُمْ وَلَعَلَّهُمْ يَتَّقُونَ﴾
Translation of the meaning
And when a community among them said, "Why do you advise [or warn] a people whom Allāh is [about] to destroy or to punish with a severe punishment?" they [the advisors] said, "To be absolved before your Lord and perhaps they may fear Him."

Imam Ibn al-Qayyim
فأخبر أنهم أنكروا فعلهم وغضبوا عليهم، وإن لم يواجهوهم بالنهي«إعلام الموقعين عن رب العالمين» 1/266فقد واجههم به من أدى الواجب عنهم، فإن الأمر بالمعروف والنهي عن المنكر فرض كفاية، فلما قام به أولئك سقط على الباقين، فلم يكونوا ظالمين بسكوتهم،«إعلام الموقعين عن رب العالمين» 1/266What he quoted from others
