Tafsir of Surah At-Tawba 9:45
﴿إِنَّمَا يَسْتَأْذِنُكَ الَّذِينَ لَا يُؤْمِنُونَ بِاللَّهِ وَالْيَوْمِ الْآخِرِ وَارْتَابَتْ قُلُوبُهُمْ فَهُمْ فِي رَيْبِهِمْ يَتَرَدَّدُونَ﴾
Translation of the meaning
Only those would ask permission of you who do not believe in Allāh and the Last Day and whose hearts have doubted, and they, in their doubt, are hesitating.

فهذا إخبار من الله بأن المؤمن لا يستأذن الرسول في ترك الجهاد؛ وإنما يستأذنه الذي لا يؤمن«مجموع الفتاوى» 28/438Imam Ibn al-Qayyim
فلما تركوا الإيمان به وبلقائه وارتابوا بما لا ريب فيه ولم يريدوا الخروج في طاعة الله ولم يستعدوا له ولا أخذوا أهبة ذلك كره سبحانه انبعاث من هذا شأنه«شفاء العليل في مسائل القضاء والقدر والحكمة والتعليل» 1/101
